Given the complexity that have taken social and intergovernmental relations in the contemporary scene, no classical theories are more able to explain the interrelationship in the claimed amount. The theory of multilevel governance presents a new perspective to try to understand the relationships woven in various levels (governmental and non-governmental), especially considering the endogenous prism (starting from the local and regional portions). The study aims to analyze the contribution of multilevel governance to the process of regional development in border territories based on the study of the Intermunicipal Consortium of the Border (CIF). As a result, it was found that the multilevel governance contributes to the improvement of intergovernmental relations in the Brazilian federal context and acts as a link between the intention and the concrete realization of regional development driven from the ground, enabling the democratic participation in the process.
