Planbarometer: improving the quality of planning

Case studies and best practices

This document presents the results of the process coordinated by ILPES, together with the governing bodies of the planning of the region. It is structured in eight chapters. In the first, the main antecedents that justify the need to have an instrument to characterize the processes and systems of planning for development are reviewed. In the second chapter the description of the proposed structure for the analysis of the planning processes is presented. The third chapter summarizes the main stages and considerations of the construction methodology of the Planbarómetro system. In the fourth chapter, the proposed final model is presented. In the fifth chapter an analysis and an explanation of the basic interpretations that arise from the application of the proposed model are introduced, to facilitate the understanding of the relationships among the different components, dimensions, scopes, criteria and levels.
