The public construction sector in many places around the world suffers from mismanagement and the culture of secrecy, leaving tax-payers’ resources misused and citizens uninformed about important developments in their communities. In this context, Seoul’s Clean Construction System (CCS) provides a concrete example of how to strengthen the accountability and transparency of the public construction sector at the local level. This resource book highlights the experiences of the Seoul Metropolitan Government, which has made continuous efforts to find an effective way to prevent the practice of shoddy construction work. It introduced the Anti-Corruption Clean Construction System and infused the country's advanced IT industry innovations into the construction process. CCS allows construction work processes to be managed, operated and opened to the public through a series of interlinked systems.
