Towards a more participatory, open and transparent Euskadi

Case studies and best practices

This case study presents the process promoted by the Basque Government to develop a framework for action shared for different administrations, social partners and citizens, through the development of a White Paper on Democracy and Citizen Participation Euskadi, co-created with citizens, starting from a blank sheet without any prior conditioning. A white paper with actions, commitments and defined and agreed with civil society areas. Achievements, approval and validation by the Basque Parliament of the initiative and its results, the elaboration of a bill before Parliament, and the development of different lines of action and tools internally and externally Administration Basque for political participation, improving public services and citizen collaboration in generating public value.
